Strengthening County Revenue Management in Kenya: Stocktaking Exercise

Stocktaking exercise to strengthen revenue mobilisation in counties.

Stocktaking Exercise is a report that details the findings from the stocktaking activity and identifies key areas for support. The report was informed by the need for counties to strengthen their own revenue mobilisation and management as a key part of the Government of Kenya’s devolution agenda as specified in the Kenyan constitution.

The World Bank Multi-Donor Trust Fund (MDTF) facilitated technical assistance and capacity support to the Government of Kenya for the transition to devolved government. As part of this initiative, the bank task team carried out a quick stocktaking of the ongoing initiatives by the Government of Kenya at both levels – national and county – and by development partners, to strengthen county revenue management as well as gauge the needs and expectations of a sample of counties regarding the areas that they would like to receive support.

Study of Local Government Finance Mobilisation and Review of Grants Allocation System to Sub-National Governments in Eswatini

Inception report outlining the framework for local government finance mobilisation and review of grants allocation system.

The inception report lays out the framework of how local government is currently financed and proposes ways to improve the structure in a way that takes into consideration the evolution of the system into what has been envisioned in the constitution and in the laws of Eswatini. It seeks to do so by (i) proposing a local government resource pool that is both predictable and growing with the nation’s economy, (ii) recommending a formula to allocate this pool to the local governments, based on the context of Eswatini
and experience from other countries, and (iii) proposing an institutional arrangement going forward.

Eswatini has a deconcentrated public sector with a three-tier government system. There is the National Government, the Regional Administration, and the Local Government comprised of Urban Local Governments (ULGs) and Tinkhundla. The Tinkhundla report to the National Government through the Regional Administration while the ULGs are, for the most, part semi-autonomous.

The National Government initiated the implementation of decentralisation with the enactment of the Urban Government Act in 1969, but since then only modest progress has been made. Nevertheless, because the country faces significant challenges with its intergovernmental fiscal transfer system (IFTS), recommendations on a revamped system are proposed. The recommendations in this report were taken with a view to grow with the development of the system and with the fiscal context in order to adapt to a new dispensation when it comes.

This report documents the synthesis of an assessment undertaken to understand and document the capacity of counties to effectively implement Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) services.

The rapid assessment was conducted in Isiolo County among other counties including Homa Bay, Kirinyaga, Nairobi, Tana River and Uasin Gishu. The assessment was done under the World Bank RMNCAH-Multi-Donor Trust Fund (MDTF) project between March and April 2018. The assessment was conducted against the backdrop of devolution, policy initiatives such as the Kenya Health Policy Framework (KHPF 1994-2010) and Vision 2030.

Makueni Revenue Trend Analysis

Makueni County lies towards the south-east of Kenya which is a semi-arid to arid part of the country. That aside, the county has untapped potential including irrigation agriculture, tourism, value addition and significant foundational potential from its growing urban areas, and the reconstitution of its water table through sand harvesting regulation, and investment in agricultural performance. Towards this, Makueni County should strive to optimise revenue administration in order to maximise service delivery.

To this end, tracking own source revenues (OSR) trends can provide valuable insight into revenue needs, expectations, and performance, based on the county context. It can also highlight areas that may have latent potential that can be further tapped into, while revealing inconsistencies in collection priorities compared to revenue outcomes. It also demonstrates the effect county policy, structure and administration has on revenue collection.

This report was generated for Makueni County Government using a framework developed by the Commission on Revenue Allocation (CRA) to support counties analyse their revenue administration efforts and subsequently make informed decisions around budgets, expenditure and planning going forward.

The fiscal strategy paper is published in accordance with section 117 of the Public Finance Management Act, 2012 and which requires the County Treasury to prepare the CFSP. The fiscal paper seeks to chart out a path for transforming Garissa County into a positive economic force in the Northern Kenya region via demonstrating excellence in promoting improved access to service, resources and opportunities for every resident of the county.

This CFSP details five Key Priority Areas to enhance service delivery to the people of Garissa County: improving access to water and sanitation services; provision of accessible and quality healthcare services; investment in agricultural transformation and food security; investment in transport and infrastructure development; and creation of a conducive business environment.
